Procurement Requirements

I. Project Overview

1. Venue Introduction: The China Animation Museum (hereinafter referred to as "CAniM"), officially approved by the National Radio and Television Administration and the China Animation Association, is the nation's first state-level museum dedicated to the theme of animation. It integrates exhibition, collection, education, interactive experiences, and academic research into a comprehensive platform, aiming to become the largest-scale, most comprehensive, and most authoritative modern animation museum in China—pioneering domestically and setting international standards as a world-class institution.

2. Geographical Location. The Museum of Motion Pictures is situated at No. 375 Baima Lake Road, Changhe Subdistrict, Binjiang District, Hangzhou City, specifically on an island to the east of the Animation Plaza within the Baima Lake Eco-Creative City. The planned site covers an area of 2.77 hectares, with the main building occupying approximately 30,167 square meters.

 

II. Service Content

1. Instructional Services

(1) Responsible for providing exhibition tour guide services throughout the museum.

(2) Participate in the drafting, revision, and arrangement of explanatory texts.

(3) Assist the competent authorities in conducting public science education activities.

(4) Other tasks related to interpretation services.

 

2. Venue Services

(1) Responsible for handling calls at various inquiry desks throughout the museum, providing service consultations, managing lost-and-found services, conducting missing-person announcements, and offering other convenient services.

(3) Responsible for recording, organizing, and providing feedback on visitor reception and visitation information.

(2) Responsible for tasks such as locating, borrowing, and organizing books in the anime library.

(3) Responsible for providing guidance on the experience, operation, and usage of various multimedia and interactive exhibit facilities and equipment in the exhibition area, as well as maintaining order and security.

(4) Responsible for theater patrol inspections, entrance and exit control, audience guidance, and maintaining order.

(5) Responsible for the daily simple operation and use of theater facility equipment, as well as routine cleaning and sanitation tasks. Also assists in supporting theater performances, cinema screenings, and conference services.

(6) Responsible for coordinating and liaising with theater and exhibition area facility and equipment maintenance service providers, promptly addressing various hardware and software malfunctions, and ensuring the effective implementation of all maintenance and upkeep plans.

(7) Assist the safety management department in properly and reasonably handling various emergency situations.

(8) Other tasks related to venue services.

 

3. Security Officer On-Duty Service

(1) In accordance with the relevant requirements for museum security personnel management, provide daytime supervision and inspection services by security staff, as well as nighttime on-duty services for venue security personnel. Ensure that all security responsibilities are fulfilled and maintain meticulous duty records.

(2) Other tasks related to the security officer's on-duty services.

 

III. General Requirements for Service Personnel

The China Animation Museum is the nation's first "state-level" museum dedicated to the theme of animation. It houses, displays, and showcases a wide array of scientific, interactive, and visually captivating animation-related exhibits. The museum also features complementary functional areas such as a merchandise exhibition and sales zone, a cinema theater, a library, as well as a café and restaurant. All operations are conducted with strict adherence to professional, safety, and regulatory standards, while ensuring that visitor services are delivered in a professional, efficient, meticulous, and attentive manner.

(1) The purchaser shall exercise centralized management over the outsourced service management organization established by the successful supplier.

(II) The successful supplier shall, based on the actual needs of the Museum of Dynamic Science and Technology, establish comprehensive regulations and systems covering the management, recruitment, training, and performance evaluation of specialized technical service personnel. Prior to implementation, these measures must be reported to the purchaser for approval before proceeding.

(III) The purchaser has direct involvement and approval authority over the establishment of certain key positions, as well as decisions regarding personnel recruitment and management. If deemed necessary, the purchaser may review the financial status and financial statements of the successful supplier.

(IV) In handling special, emergency, and sudden incidents, the purchaser shall have direct authority to command the provision of professional technical service personnel.

(5) The professional technical service personnel provided by the successful supplier must be stationed permanently at the venue.

(6) The successful supplier shall ensure the uninterrupted, continuous, and professional delivery of services, and shall appropriately allocate and arrange the types and quantities of personnel to meet the purchaser's requirements.

(7) The successful supplier shall conduct rigorous political reviews of the hired personnel to ensure that they have no criminal records.

(8) Employees of the successful supplier shall wear uniform attire and maintain professional conduct in accordance with their job requirements, paying close attention to their appearance and public image. For certain positions that involve direct interaction with the public, specific criteria such as body shape and height may apply during the recruitment process.
