1. The technical solution proposed in this procurement requirement is for reference only. 2. The supplier shall list all costs required to complete and pass the acceptance inspection of this project in the response document. The successful bidder must ensure that the project as a whole passes the acceptance inspection conducted by the user and relevant authorities; any acceptance inspection fees incurred shall be borne by the successful bidder. If the supplier fails to conduct timely site inspections, resulting in incomplete or omitted items in the bid, leading to bid invalidation, or if the supplier is subsequently unable to complete the project after winning the contract, the supplier shall assume all resulting consequences.

3. In accordance with the "Notice on Standardizing Work Related to Imported Products in Government Procurement" and relevant regulations of the government procurement management authorities, the following procurement requirements have undergone the necessary justification procedures when involving imported products. The procurement of imported equipment has been approved; however, this does not restrict domestic products that meet the requirements of the inquiry documents from participating in the competition.

4. Any procurement activities conducted without prior approval for the purchase of imported products shall be deemed as a refusal to procure imported products.

5. For the following procurement requirements: For products marked with ▲, suppliers shall provide details such as name, brand (if applicable), specifications, model, quantity, and unit price in the "Letter of Commitment for Main Contracted Items" attached to their response documents. This commitment letter will be announced together with the evaluation results.

6. ★ The clauses must meet or exceed the requirements specified in the inquiry documents; otherwise, the response will be deemed invalid. Non-★ clauses will be reviewed at the discretion of the inquiry panel after discussion.

7. The products provided by the supplier shall comply with relevant national policies on energy conservation and environmental protection.

 

I. Project Introduction

Project Name: Procurement Project for Inspection and Testing Vehicles of Xuancheng Product Quality Supervision and Inspection Institute

Project Budget: RMB 162,000

 

II. Qualification Requirements for Applicants:

1. Complies with Article 22 of the Government Procurement Law of the People's Republic of China;

2. Qualification requirements to be met for implementing government procurement policies: None;

3. Specific qualification requirements for this project:

3.1 If a supplier has any of the following adverse credit records, it shall not be recommended as a candidate for contract award, nor shall it be designated as the contract-winning supplier:

(1) The supplier has been listed by the People's Court as a discredited person subject to enforcement.

(2) The supplier has been listed on the Enterprise Abnormal Operation List by the market supervision and administration department;

(3) The supplier has been listed by the tax authorities as a party involved in a major tax violation case;

(4) The supplier has been listed on the government procurement regulatory authority's list of serious violations and acts of dishonesty in government procurement.

3.2 Possesses independent legal entity status and holds a valid and legally effective business license.

 

IV. Supporting Documents Required from Suppliers:

1. Copy of the business license; (scanned copy with the supplier's electronic signature)

2. Power of Attorney; (prepared according to the specified format)

3. Supplier Declaration Letter; (prepared according to the specified format)

4. Other materials required by the procurement needs (scanned copies with the supplier's electronic signature).

 

V. Main Contract Terms:

1. Payment Method: Party A shall make a one-time payment upon signing the contract and after the goods have been inspected and accepted as qualified, provided that Party A presents the official special VAT invoice for vehicle purchase issued by Party B (the issuer of the invoice must match the name of the winning bidder).

2. Performance Guarantee: None.

3. Dispute Resolution under the Contract: Any disputes arising during the performance of the procurement contract shall be resolved through negotiation between the parties involved. If no agreement can be reached through negotiation, the dispute shall be submitted to the Xuancheng Arbitration Commission for arbitration.

 

VI. Transportation, Installation, and Commissioning The successful supplier shall be responsible for this, and the final delivery and acceptance for use will be conducted by the user and relevant authorities.

VII. Inspection and Measurement Fees To be borne by the successful bidder.

VIII. Delivery Location: Designated Testing Center by Xuancheng City Product Quality Supervision and Inspection Institute.

IX. Delivery and Service Provision Schedule Requirements Delivery shall be made within 15 working days from the date of contract signing.

X. After-sales Service: Three Guarantees: Five years or 100,000 kilometers, whichever comes first.

XI. The industry to which this project belongs is the automotive manufacturing sector.
