I. Qualification Requirements for Bidders:
Bidder Qualification Requirements
1. The bidder meets the conditions stipulated in Article 22 of the Government Procurement Law of the People's Republic of China.
(1) Possessing the capacity to independently assume civil liabilities (provide supporting documents such as the business license of a legal entity or the unified three-in-one certificate, etc.);
(2) Possessing a good business reputation and a sound financial accounting system (demonstrated by either the 2018 financial statements or a creditworthiness certificate issued by the bank where the primary account is held).
(3) Possess the necessary equipment and professional technical capabilities required to fulfill the contract (provide a commitment letter confirming the availability of the required equipment and technical expertise, or submit relevant supporting documentation).
(4) Possess a good record of legally paying taxes and social security contributions (provide relevant documentation demonstrating lawful tax payments and social security contributions for any month in 2019; if exempt from taxation or not required to pay social security contributions under the law, please submit appropriate supporting documents).
(5) Within the three years prior to participating in government procurement activities, there have been no significant legal violations in business operations (provide a written statement).
(6) Other conditions stipulated by laws and administrative regulations.
2. The bidder has no significant legal violations in its business operations and is not subject to any circumstances such as being ordered to suspend business, having its business license revoked, facing asset seizure, freeze, or takeover, or being declared bankrupt. Additionally, there are no other conditions that could potentially affect the bidder's eligibility for quotation. The bidder must provide information from the "Credit China" website.
3. Suppliers whose heads are the same person or those with direct controlling or management relationships shall not participate in government procurement activities under the same contract (provide a written statement).
4. This project does not accept bids from consortia.
5. Our company only accepts bids from suppliers who have already purchased this bidding document. Note:
1. Bidders' representatives are requested to bring photocopies (with official seals affixed) of the following supporting documents when purchasing the bidding documents:
(1) The person handling the purchase of bidding documents shall provide:
(a) If the authorized representative is the legal representative, a certificate of legal representation and a copy of the legal representative's ID card must be provided.
(b) If the bidder is represented by an authorized representative, a letter of authorization from the legal representative and a copy of the authorized representative's ID card must be provided.
(2) A valid business license (or institutional license for public institutions), or other organization's business license, organizational code certificate, and tax registration certificate (or a unified document combining the three certificates).

VI. Other Supplementary Matters
Bidders must submit a comprehensive bid covering all goods and services for the entire project package. Any bid that addresses only a portion of the items within a single package will be deemed invalid. Bidders may submit bids for both package groups of this project simultaneously, or they may choose to bid on just one of the package groups. It is permissible for bidders to win contracts in both package groups concurrently.
