1. Procurement Technical Requirements (For substantive requirements and conditions that do not allow deviation, please note in bold italics.)
2. The scope of this procurement includes the supply, transportation, installation, maintenance, personnel training, and after-sales services for the goods.
3. The procurement budget amount for this project RMB 790,000.00 (¥790,000.00), any final responsive bid exceeding the procurement budget or the maximum price limit will be deemed an invalid response document. The maximum price limit for this project is set at 90% of the procurement budget amount. Unless otherwise specified, all purchased goods must comply with standard functions and parameters. The supplied products must be brand-new, qualified, and genuine; manufacturers are required to provide a product warranty certificate. For imported products, relevant certification documents must also be submitted, ensuring compliance with national environmental protection standards as well as other applicable quality requirements.
4. Requirements for Goods Quality
Complies with the requirements of the "Hygiene Standard for Drinking Water" (GB5750-2006). The reagents consumed by the online instruments must be compatible with the corresponding equipment. Standard samples and reagents for online instruments shall be supplied as needed, ensuring that they remain within their expiration dates. All chemicals and standard samples must meet the criteria specified in the Jiangsu Province's Dual Random Inspection and the evaluation index system for urban water supply safety assurance assessment in Jiangsu Province. Furthermore, all standard samples listed in Tables 1-3 and 1-4, as well as environmental standard samples, must adhere to the standards outlined in the remarks section.
The manufacturer of the provided standard solutions shall hold both the National Standard Substance Grading Certificate and the Certificate of Accreditation for Manufacturers of Standard Substances/Standard Samples. The transportation of chemical reagents and consumables must comply with relevant national laws, regulations, and industry standards.
5. After-sales Service Requirements
(1) The equipment will be covered by a free warranty for one year from the date of acceptance. During the warranty period, Party B shall provide the "Three Guarantees" service for product quality. Any failures caused by equipment configuration or manufacturing defects shall be promptly repaired or replaced free of charge by Party B within 24 hours. All associated costs arising from such issues shall be borne by Party B.
(2) Technical support response time: For general issues, telephone support will be provided within 2 hours; for complex or critical issues, on-site resolution will be completed within 2 days. During the warranty period, all related costs will be borne by Party B. After the warranty period expires, Party B will charge only the actual cost incurred.
In addition to the service requirements specified in this document, the supplier shall provide detailed information on any after-sales services it can commit to, and shall also be responsible for offering free training to the purchaser's personnel on equipment maintenance or operation. The repair response time will be calculated as the normal travel duration plus an additional 3 hours.
6. Delivery Time and Location
(1) To facilitate the purchaser's production planning, the delivery schedule for all goods must be determined through mutual consultation. If necessary, deliveries shall be made in installments. The supplier is required to commit to a reasonable delivery timeline, ensuring that each batch of orders is delivered within two days after confirmation by both parties. Any delay in delivery will result in applicable financial penalties.
(2) Delivery Location: The supplier shall deliver and unload the goods at the location designated by the purchaser, ensuring that all relevant documentation accompanying the shipment (such as certificates of conformity and inspection reports) is complete. The purchaser will organize relevant personnel to conduct inspections of the goods. Any items failing the inspection must be returned without exception, and all resulting losses shall be borne by the supplier.
7. Payment Methods
After each batch of goods has undergone initial on-site inspection and been accepted into the warehouse, full payment will be made in a lump sum within 10 days of use, provided no quality issues are identified during this period.
